RESOLUTION #6-2023
Declaration of Emergency Powers under Wis. stats. 323.11 and Authorizing a Revision of the Chippewa Valley Bank Signature Cards
WHEREAS the Town of Draper Chair Brenda Adler resigned on March 13, 2023 and,
WHEREAS the Town of Draper 1st Supervisor William Heath was appointed Acting Town Chair on March 13, 2023 and,
WHEREAS William Heath resigned on April 5, 2023 leaving only 2nd Supervisor Judy Sobralski on the Town of Draper board and,
WHEREAS a publicly noticed meeting was held on April 7, 2023 to appoint Judy Sobralski as Acting Interim Chair and sole officer for the remainder of the term until April 18, 2023:
Be it proclaimed that the Town of Draper is hereby under a State of Emergency due to interruption of the normal government operations as defined by Wisconsin Statute 323.11 until April 18, 2023 when the newly elected board takes office for the 2023-2025 term.
Be it further declared that as Acting Chair under Wis. stat. 323.14 (4)(b), Judy Sobralski is hereby authorized to exercise the powers conferred upon the governing body under s. 323.11 that appear necessary and expedient.
Be it further resolved by executive decision under Wis. stat. 323.14(4)(b) effective April 10, 2023 that the Chippewa Valley bank signature cards designate Clerk Elizabeth Klein, Treasurer Delores Dobilas and Chair Judy Sobralski as the three signers for said term ending April 18, 2023, pursuant to all of the provisions set forth in the Resolution Designating Public Depository and Authorizing Withdrawal of Town Moneys, p. 2 of the documents provided by CVB as part of this Resolution.
