A RESOLUTION IN SUPPORT OF NORVADO'S APPLICATION FOR PSC STATE BROADBAND EXPANSION 2026 PROGRAM GRANT AND PLEDGING FUNDS AND IN KIND

WHEREAS, reliable high-speed internet access is essential for economic development, educational opportunities, public safety, healthcare services, and overall quality of life for the residents and businesses in Town of Draper; and
WHEREAS, many areas within the Town of Draper lack adequate access to reliable, high-speed broadband internet services, creating a significant digital divide that negatively impacts the community’s growth and development; and
WHEREAS, Norvado, a trusted telecommunications provider, has demonstrated a commitment to expanding broadband access to underserved areas, including those within Town of Draper; and
WHEREAS, Norvado is preparing an application for funding under the PSC State Broadband Expansion 2026 Grant Program, which seeks to provide funding to support broadband infrastructure projects in unserved and underserved communities; and
WHEREAS, Town of Draper acknowledges the significant benefit that such an expansion of broadband services would provide to its residents, businesses, and public institutions; and
WHEREAS, Town of Draper is committed to supporting Norvado’s efforts and recognizes the importance of local matching contributions to strengthen the competitiveness of the PSC Grant application and maximize the potential for success in securing grant funding;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Town of Draper, as follows:
Town of Draper fully supports Norvado’s application for funding under PSC State Broadband Expansion 2026 Grant Program to expand high-speed broadband services to unserved and underserved areas within the Town.
Town of Draper hereby pledges the amount of $10,000 in funds to support Norvado’s grant application, to be allocated from Capital Project Fund and contingent upon Norvado’s successful receipt of PSC funding for the project.
Town of Draper also pledges to provide easements, or permissions to use publicly owned real estate, construction materials, or other items of value to the grant project; not to exceed total cost of $10,000 to the Town of Draper.
Town of Draper will work collaboratively with Norvado to ensure the timely and efficient completion of the broadband expansion project, should the grant funding be awarded.
The Town Chairman for his designated representative is hereby directed to forward a copy of this resolution to Norvado, the Wisconsin Public Service Commission, and other appropriate agencies and officials involved in the Grant application process.
